> On behalf of the White House Initiative on Educational Excellence for Hispanics team, we extend our sincerest and warmest thank you for the role you have played in our mission to increase the academic achievement of our students over the years. We are grateful for your hard work and dedication in helping us to increase quality educational opportunities for our students and families, from cradle to career. We have been inspired by the work of the Bright Spots nationwide and impressed by the commitments made during our Call to Action for Hispanic Education. We appreciate all that you have done throughout President Obama’s Administration to increase the high school graduation and college enrollment rates. We have every confidence that, with your support, our country will continue toward academic success and educational excellence. As we look to the new Administration, we know you will continue your work in the community to support efforts to ensure that every student has access to a quality education. It has been an honor to serve our Latino students and families.

> Improving Diverse and Inclusive Teacher Pipelines and Developing Quality Teacher Preparation Programs
> Nearly 1 out of 4 public school students are Hispanic, while Hispanic teachers represent only 7.8% of the teaching workforce and Hispanic male teachers represent 2% of the teaching workforce. Hispanic Serving Institutions (HSI) are positioned to play a critical role in increasing recruitment and retention efforts and supporting the cultural competency of teachers to improve teaching and learning throughout our pre-k through 12 system. To that end, the Initiative in partnership with the Office of the Under Secretary and the Office of Postsecondary Education’s Hispanic Serving Institutions Division convened a group of HSI Deans of Education to further discuss how to increase Hispanic participation in teacher education programs in HSIs. This group developed two white papers on “Improving Diverse and Inclusive Teacher Pipelines” and “Developing Quality Teacher Preparation Programs” that contain current research and best practices that can be implemented to increase the diverse teacher pipelines in HSIs. Elements of that vision included expanding access to quality preschool, raising graduation rates, and taking actions to help all students achieve to high standards. It also included promoting quality instruction; measuring student achievement so schools and families would know if students were succeeding; supporting great educators, especially for our highest-needs students; improving students’ access to technologies that can personalize learning; and increasing college accessibility, affordability, and completion. I am proud to say that the country has made significant progress toward that vision.” He goes on to outline significant progress. He also offers a “roadmap” to sustain and accelerate progress.

>
> The first half of the resource guide, entitled Resource Guide: Building a Bright Future for All, provides tips for educators in early learning programs and elementary schools as well as schools, districts, and States to (1) facilitate school enrollment by immigrant families; (2) promote healthy child development in the school setting; (3) encourage caregiver engagement in children’s education; and (4) build staff capacity and knowledge about immigrant students and their educational needs.
> The second half of the guide entitled Handbook for Parents, Guardians, & Families: Building a Bright Future for All provides tips for parents and guardians on how to promote and facilitate children’s education from birth and play an active role in helping to ensure their children’s success in school regardless of their own schooling history or context.
> In addition, here are two Department of Homeland Security (DHS) policies that may be of interest to educators, school leaders, and families:

> Researchers who are familiar with how to meet the needs of disadvantaged students, children with disabilities, and English learners, the needs of low-performing schools, and other educational needs of students.
> Peer reviewers will evaluate whether each State plan meets statutory and regulatory requirements and the degree to which each State plan will support a comprehensive and coherent set of improvements within the areas of: consultation and performance management; academic assessments; accountability, support, and improvement for schools; supporting excellent educators; and supporting all students. Peer reviewers will work together on panels to offer vital feedback to the Department for State plans.
